EU Integration
The integration of Bosnia and Herzegovina (BiH) into the structures of the European Union (EU) and ultimately its accession to the EU is a long-term process. The signing of a Stabilisation and Association Agreement (SAA) represents the first major stage of this journey. The process of EU integration will be demanding for the administration of BiH and will require the full commitment of the BiH authorities if concrete results are to be delivered over the long term. Public administration at all levels of government need to be part of an integrated and holistic system if the country is to be capable of meeting requirements arising from the process of EU integration.

Budgeting Skills for Non-Financial Managers
Line ministries have limited staff and resources in their policy planning and budgeting sections. Experience indicates that despite the introduction of the Medium Term Expenditure Frameworks (MTEF) process in the relevant budget laws, and the anticipated introduction of program budgeting in FBiH, few connections are made between policy choices regarding “outputs” or programs, and the annual budget requests and justifications that are fed to the relevant Finance Ministry.
