The line ministry experts are responsible for budget requests and their justifications that are fed into the Entities’ and BiH’s Medium Term Expenditure Frameworks (MTEF) and annual budgets. The respective MOFs have received intensive training in the MTEF process, multi-year program-based budgeting etc. but these skills have not migrated to the non-financial managers in the line ministries.
Training:
A general goal would be to familiarize non-financial senior and middle managers with the MTEF process and with the importance of tying budgets to outputs. A subset of this activity will be to provide skills, through practical examples, to justify programs proposed in Budget Request Forms and Capital Expenditure Requests, and to highlight the importance of the MTEF beyond the annual budget request exercise. Medium (3 year) and especially long-term planning (7 years) are critical skills in anticipation of pre-accession funding.
