The integration of Bosnia and Herzegovina (BiH) into the structures of the European Union (EU) and ultimately its accession to the EU is a long-term process. The signing of a Stabilisation and Association Agreement (SAA) represents the first major stage of this journey. The process of EU integration will be demanding for the administration of BiH and will require the full commitment of the BiH authorities if concrete results are to be delivered over the long term. Public administration at all levels of government need to be part of an integrated and holistic system if the country is to be capable of meeting requirements arising from the process of EU integration.
Professional and effective public service, committed to serve the public interest and able to undertake responsibilities and obligations stemming from the accession to the European Union, is a prerequisite for a well-run administration as well as for the functioning of state and society. Systematic and sustainable training is one of the main preconditions for developing public service based on modern administrative principles and high quality professional knowledge and skills.
