Basic information about CSTP
A year-long programme designed to meet the major identified training needs of civil servants in Bosnia & Herzegovina, at state and entity levels. Training will include all structures of civil service in BiH with the emphasis on the State capacity strengthening. The strategy of planned training is based on relevant assessments conducted by the Civil Service Agencies in BiH as well as on findings that have been reached through the Systematic Review of Public Administration Institutions recently conducted in BiH.
Context of the project
General context of the project is shaped by EC and UNDP efforts to support process of Public Administration Reform in BiH and build effective civil service. The role of the training project is to support implementation of the legal framework, capacities and skills needed to properly use this framework for implementation of the PAR principles and improvement of the services provided by public administration. It should lead to better social perception of public administration in BiH.
Programme Objectives
The wider objective of the project is to contribute to strengthening of the civil service in BiH through the development and delivery of training based on priorities identified in the agencies’ plans as well as other relevant documents including the EU functional reviews. The project will, adopt a strategic approach to civil service training in support of identified public administration reform priorities in BiH.
In order to contribute to above mentioned wider objective following immediate objectives will be implemented:
1. Development and implementation of the training programmes following needs of civil servants in BiH, derived from assessment reports and anticipating legal requirements, including harmonization with EU standards.
2. Further development of the Civil Service Agencies capacities in organization of the comprehensive, strategic oriented trainings for civil servants.
3. Development of the standards in order to promote high quality of civil service training and value of life long learning according to EU approach. The project is expected to produce a positive impact on target groups selected.
The main positive effects for the participants will be as follows:
• acquisition of practical knowledge and skills in selected areas through participation in different forms of training.
• raised self confidence of the participants which will enable them to respond to challenges ahead.
• raised awareness regarding the need to extend and continue training through continuing professional development of civil servants in order to meet the demands of on-going and future reforms.
Key results:
1. Training curricula developed and training programmes for 2 975 civil servants delivered through expert’s 838 man / days.
2. Training materials and manuals developed, published and distributed.
3. Training for local trainers developed and implemented to transfer know-how and support project sustainability.
4. Curricula for study visits for app. 100 civil servants developed and implemented.
5. Accreditation Panel set up in close cooperation between CSAs and CSTP consultant and equipped with relevant materials / knowledge to implement adopted work-plan.
6. Seminar on quality of civil service training implemented.
7. Training / trainers standards developed and promoted among CSAs and other stakeholders.
8. Possibilities for the accreditation of the trainers / trainees recognized and implemented
Priority training programmes CSTP training programmes will focus on:

• Financial management Study visits The role of study visits in the frame of CSTP is to support learning process among the key target groups and most strategic training programmes (HRD, legislative improvement and strategic planning and European integration). In the frame of
